water flow without using ac

my granddaughter is going to attempt a hydro garden this year, but a problem she is running into is lack of ac power. Is there some way to control flow with a valve? I got her a couple 220 gallon totes, thought maybe stack two for out flow and bury one for catching the every so often pump back into top tank.

Manual watering

You will need to devise a manual watering system such as your totes placed higher than the system with a tube leading down to your plants with an on/off valve.

Put a valve in the bottom of you growing container and open up to drain after a short (10 min) soaking.

Hopefully you can reuse the water.
