dying "birds nests" evergreen shrubs

My birds nest evergreen shrubs have brown needles. What insect has invaded these shrubs?

Brown evergreen needles may not necessarily be due to insects. Lack of water, severe temperature fluctuation and even an overabundance of a nutrient resulting in toxicity all contribute to brown needles.

Runoff from road salting during the winter can cause this. I would prune the brown needles and try to determine and correct any water or nutrient problem.
