Seed germination without water

Seed germination without water will not work...

Seeds will germinate in the presense of moisture but really need water to soften the seed and allow the sprout to break the seed shell.

I am not sure what else you may have in mind but keep in mind that plants have always needed water, in fact their very essence requires it.

Water is the medium which dissolved mineral salts, otherwise know as fertilizer, travel into the plant to provide nutrient. Water itself is used by the plant.
